Owner Operator Compliance Checklist: Keep Filing Dates Together

An inspector asks for a document. Yours is a phone photo in one place, an email attachment in another, and a paper copy in a truck you're not sitting in. That's the problem a good owner operator compliance checklist solves: not knowing the rules, but knowing where everything is and when it runs out.

This is a how-to. First what you need on file, then how to set it up so the dates stop sneaking up on you.

What documents does a trucking company need to keep on file?

Start with the driver qualification file, because the rules around it are specific.

  • All motor carriers must keep a qualification file for each driver they employ.
  • That file has to be kept for as long as the driver is employed and for three years afterward.
  • A copy of the driver's motor vehicle record (MVR) goes into the file within 30 days of the date employment begins.

That is not the whole list of what a carrier keeps, and this article won't pretend otherwise. But it's the file that trips people up most, and there's a reason to keep it ready. FMCSA guidance says driver qualification files must be produced on demand, and producing them after a review ends does not cure the violation. "I'll find it and send it later" doesn't fix anything.

What is a DOT compliance audit?

The closest thing in our source material is the safety audit. It's a review of a carrier's records to verify that basic safety management controls are in place to comply with the FMCSRs and HMRs.

If you're a new carrier, this one is on your calendar already. New motor carriers must undergo a safety audit within their first 12 months of operation to complete the New Entrant Program.

Either way, an audit is about records. Anyone building a DOT compliance checklist should treat "can I pull this up in a minute?" as one of the items.

How do I keep track of driver license and medical card expiration dates?

Know where the information shows up first. The medical status and the expiration date of the medical examiner's certificate are the basic information on a CDLIS motor vehicle record that shows whether a driver is medically qualified. So the medical card date is not a side detail. It's one of the main things that says whether a driver is medically qualified.

Then stop trusting memory. A calendar entry works for one truck. Once you have a second driver, plus registration and insurance dates on each vehicle, a loose set of reminders starts to leak. That's where trucking compliance software earns its keep: the dates sit next to the driver or vehicle they belong to, and something nudges you before they pass.

Setting up your owner operator compliance checklist in HaulGuardPro

Here's the order I'd do it in, using the features HaulGuardPro actually has.

  1. Add your drivers. In driver and vehicle management, enter each driver with license and medical certificate details. This works as basic driver management software for trucking: one record per person, dates attached.
  2. Add your vehicles. Put in registration and insurance for each truck. Same idea, one record per unit.
  3. Turn on deadline reminders. The software sends alerts before filings and documents expire, by push, email or SMS, across 20+ pre-loaded federal and state filings. Pick the channel you'll really read. If you never check email on the road, use SMS.
  4. Attach documents to the service record. Compliance documents live on each service record, so the proof sits with the thing it proves. No hunting through a camera roll.
  5. Share by link or email. When your accountant, a compliance agent or a customer needs a document, send a link or an email instead of forwarding a pile of files.

Also in the account: step-by-step federal and state filing guides if you do your own paperwork, and a directory of vetted compliance agencies by state and specialty if you'd rather hand it off.

Which plan fits which operation

The plans differ mostly by how many people and trucks you run. If you're searching for fleet management for owner operators, start with these limits.

  • Basic, $59/month: up to 3 services, 2 drivers and 2 vehicles. Fits a single truck, or you and one other driver. It comes with a 7-day free trial, so you can load in your real dates and see whether the reminders suit you.
  • Pro, $99/month: unlimited services, 15 drivers and 15 vehicles. Fits a small fleet that's growing and adding trucks.
  • Business, $139/month: 30 drivers and 30 vehicles, plus a dispatcher login and logins for a compliance agent and an accountant. Fits a fleet where dispatch, compliance and bookkeeping are different people.

The load tools (create, dispatch, track, driver portal) are there too if you want them. They aren't needed to keep your filing dates in order.

A note on UCR

People often ask when UCR registration is due each year. The sources here don't give a due date, so I won't guess. What they do say: Minnesota DOT reports that registration for the 2027 UCR year opened October 1, 2026, and an annual UCR fee is charged based on fleet size. For the deadline and your fee, check the Minnesota DOT UCR page or your own state's, and put the date in your reminders once you have it.

The short checklist

  • Every driver you employ has a qualification file.
  • Each file stays for the length of employment plus three years.
  • The MVR is in the file within 30 days of the start date.
  • Medical certificate expiration dates are recorded for every driver.
  • Registration and insurance dates are on each vehicle.
  • Reminders go to a channel you actually check.
  • Documents are attached to the right service record and can be sent by link.
  • If you're a new carrier, you know your safety audit falls within your first 12 months.
